Ivory Biggs at 199 South Harbor Place

Ivory Biggs was 35 years old when he was rescued from Lake Michigan near Waukegan Municipal Beach. The Waukegan Fire department called to the scene around 12:00 am. Witnesses reported that a man went inside the water just after midnight and failed to resurface. The rescue workers found the man about 12:35 am and transported him to Vista Medical Center East where he was pronounced dead.
