Kelvin Motsinger a 9-year-old boy swimming with his sister at Red Arrow Park in Marinette when he accidentally falls in the water. The drowning happened around 4:30 pm when he disappears into 8 feet of water. The sister was able to reach the shore and call for emergency help. He was immediately taken to Bay Area Medical Center where he was officially pronounced dead.
